We do not punish the wrong doer unless he is small and weak. No one wants to go after the rich and well connected wrong doer, which means they get away with even more.

In relation to my previous share, now from the horses mouth, the Governor of The Reserve Bank of India. Though he states facts rather mildly. So my earlier question still stands. Why should a taxpayer bail out the Banks, which in the chain are finally protecting and funding corrupt politicians and Industrial Houses?

Quotes from RBI Governer Rangarajan delivering the 20th Lalit Doshi Memorial Lecture and letter to his staff :

Quote. "Why should the taxpayer pay for reckless lending of Banks in the past?" Unquote on the Asset Restructuring Company on the crux of his terminology on the ARC "Moral Hazard".

Quote " NPA has been caused by reckless lending, reckless decisions are made by Technocrats under pressure mostly political". Unquote.

Quote, "Why corrupt politicians win elections? The crooked politician needs the businessman to provide funds, that allow him to supply patronage to the poor to fight elections. The corrupt businessman needs public resources and contracts cheaply. The corrupt politician needs the votes of the poor and the under privileged." Unquote.

Quote " Cleaning up the books of (Banks) will be only treating the symptoms without taking care of the underlying malady." Unquote.

One does not need to go far to see the reality. 
More than 186 Indian Members of Parliament Have Criminal Cases Including Murder and Rape.

Nine Indian leaders in the parliament have murder cases, while another 17 have attempt to murder against them. Similarly, there are two MPs who have cases related to crimes against women. 

10 MPs who been charged for robbery and dacoity, and seven have cases related to kidnapping.

63 elected MPs from the winning party - Bharatiya Janata Party (BJP) - had serious criminal charges against them. Three out of 44 winners from Indian National Congress, three out of 37 winners from AIADMK, eight out of 18 winners from Shiv Sena and four out of 34 winners fielded by AITC have declared serious criminal cases against themselves in their affidavits.
Interestingly, the report also notes that the chances of winning was higher for candidates with criminal cases, compared to the candidates with a clean record.
